It’s because the address range overlaps.
192.168.0.0/16 covers 192.168.0.0 – 192.168.255.255
192.168.1.0/24 covers 192.168.1.0 to 192.168.1.255.
Maybe you meant 192.168.0.0/24 for subnet 1.
